Four registrations stand between a new contractor and a government construction bid. Miss one and the bid is thrown out before anyone reads your price. This bundle does all four, in the right order, in one go.
Independent paperwork service. ProperSA is an independent private company. We are not the CIDB, the Compensation Fund, National Treasury or SARS. Every one of these registrations can be done directly with the authority yourself, and CSD registration and the tax compliance PIN are free to do. Our fee pays for the preparation, the submission and the follow-up.
What is included

- CIDB Grade 1, R1 490 on its ownYour contractor registration prepared and submitted on eRoC, with the right class of works chosen. Grade 1 has no qualifying criteria, needs no documents uploaded, and lets you tender for public construction work up to R500 000 in each class you register for.
- COIDA registration, R1 290 on its ownRegistration as an employer with the Compensation Fund, your industry subclass confirmed so you are not over-assessed, your first Return of Earnings prepared and submitted, and the application for your first letter of good standing.
- SARS tax clearance PIN, R450 on its ownYour compliance status checked across all tax types, anything blocking it flagged in plain English with the fix, and your tax compliance status PIN delivered ready to share.
- The order sorted out for youThese have to happen in sequence. The CIDB will not register you until your CSD is clear, and a tax clearance PIN is worthless if an unfiled return is blocking your status. We run them in the right order rather than letting you discover it.
- Your B-BBEE position confirmed in writingNot a paid certificate, an honest answer. Under R10 million turnover you are an exempted micro enterprise and a sworn affidavit is your B-BBEE certificate, so there is nothing to buy. We tell you which template to use.
What this costs in total
Our fee is the only money that comes to us. Everything below it is paid to the authority at cost, with no mark up, and we show you what each one is before it is paid.
- Our fee, R3 290. The four registrations listed above come to R3 720 bought separately, so the bundle saves you R430.
- CIDB, R450 for each class of works at Grade 1. There is no annual fee at Grade 1.
- The Compensation Fund’s annual assessment, which is separate and paid to the Fund. The minimum is roughly R1 621 a year for 2026/27, and your actual figure depends on your payroll and industry class. Your letter of good standing is issued once that assessment has been raised and paid.
- SARS and CSD charge nothing. A tax compliance PIN is free on eFiling and CSD registration is free at csd.gov.za.
Why these four and not others
Two of them are law. No organ of state may pay a supplier who is not on the Central Supplier Database, and no government department may award construction work to a contractor who is not registered with the CIDB. The other two are what the bid document asks for: a COIDA letter of good standing and a SARS tax compliance PIN appear in almost every public tender, and both are verified live by the buyer rather than taken on trust.
Most small contractors lose their first tender on exactly this, not on price. The paperwork is checked first, and anything missing ends it there.
How ordering works
- Order online and answer the short questionnaire. Nothing is needed from you before that.
- We start with CSD and your tax compliance status, because the others depend on them, and tell you straight away if anything is blocking you.
- CIDB goes in once CSD is clear and activates within 48 working hours. COIDA runs alongside and is the one that takes weeks rather than days.
- Everything lands in your client portal as it is issued, with a calendar of what renews when.

What we will need from you
- Your company registration number, or your identity number if you trade in your own name.
- Your SARS income tax reference number, and confirmation that a registered representative is in place on eFiling.
- Your banking details for CSD verification. The account name has to match the registered company name or the verification will not clear, which is the single most common reason a CSD registration stalls.
- What kind of construction work you do, so we choose the right class of works for CIDB and the right industry subclass for COIDA. Both of these set what you can bid for and what you are assessed, so they are worth getting right the first time.
- How many people you employ, including casuals and any directors on a salary, and roughly what you pay them.

Why do I need all four of these to tender?
No organ of state may pay a supplier who is not on the Central Supplier Database, and no government department may award construction work to a contractor who is not registered with the CIDB. Beyond that, almost every bid document asks for a COIDA letter of good standing and a SARS tax compliance PIN, and both are verified live. Missing any one of the four is usually what disqualifies a bid before the pricing is even read.
What does the bundle cost in total, including government fees?
Our fee is R3 290 for all four registrations. On top of that you pay the authorities directly, at cost with no mark up: the CIDB charges R450 for each class of works at Grade 1 with no annual fee, and the Compensation Fund raises its own annual assessment, with a minimum of roughly R1 621 for 2026/27 depending on your payroll and industry class. SARS charges nothing for a tax compliance PIN, and CSD registration is free.
How long does the whole bundle take?
The CIDB activates a complete Grade 1 application within 48 working hours of submission and payment. A tax clearance PIN is usually 1 to 5 business days. CSD depends on how quickly the live verifications against CIPC, SARS and your bank clear. COIDA is the long pole: first time registration typically takes 2 to 6 weeks with the Compensation Fund, and the letter of good standing is issued once the assessment has been raised and paid.
Do I need a B-BBEE certificate as well?
If your yearly turnover is R10 million or less you are an exempted micro enterprise and a sworn affidavit is your B-BBEE certificate. You do not need to buy a certificate from a verification agency, and the affidavit itself costs nothing beyond having it commissioned. We will tell you which template to use as part of this bundle.
Can I do these myself?
Yes, all four. CSD registration is free at csd.gov.za, a tax compliance PIN is free on eFiling, and the CIDB and Compensation Fund both take applications directly. What you are paying us for is that they are done in the right order, that the details match across all four, and that we chase the verifications that stall.
What if I already have some of these?
