UIF compliance certificate
The Unemployment Insurance Fund issues a compliance certificate, often called the tender letter, to an employer whose registration, monthly declarations and contributions are up to date. The online system issues it immediately when the account is clean and a non compliance letter with reasons when it is not. We check your account first, apply, and either deliver the certificate or tell you exactly what to fix and fix it with you.
Independent paperwork service. ProperSA is an independent private company, not the Unemployment Insurance Fund. The certificate is free and you can apply yourself on the UIF e-Compliance system with your UIF reference number. Our fee pays for the account checked before you apply, the application made under your authority, and the reasons on a non compliance letter turned into a plan.
What the Fund checks
- Registered as an employer with a UIF reference number.
- Monthly declarations submitted for every employee, the UI-19 details, on uFiling. Employers who pay their contributions through SARS still have to declare on uFiling for the certificate.
- Contributions paid: 2% of each employee’s earnings up to the ceiling, 1% from the employer and 1% deducted from the employee, by the seventh of the following month.
- Validity: the Fund issues the certificate for twelve months, but most tenders ask for one dated within the last three to six months, so apply close to the tender.
- Not the same as a letter of good standing. That comes from the Compensation Fund and is a separate service.
What is included
- Your UIF account reviewed before anything is submitted: registration, declarations and contributions, with the gaps listed
- The application made on the UIF e-Compliance system under your written authority, with your UIF reference number
- The certificate delivered to your client portal the day it issues, or the non compliance letter with the Fund’s reasons turned into a numbered fix list
- Where the system is down or the office will not issue one, the fallback pack that tenders accept: the uFiling employer statement and the SARS payroll proof, with a covering note
- A diary note to reapply before the certificate is older than a tender will accept

Frequently asked questions
What is a UIF compliance certificate?
A letter from the Unemployment Insurance Fund confirming the employer is registered, has submitted its declarations and has paid its contributions. Tenders and larger clients ask for it alongside the tax compliance status and the Compensation Fund letter of good standing.
How do I get a UIF compliance certificate?
Register on the UIF e-Compliance system with your UIF reference number and apply. If the account is up to date the certificate issues immediately; if not, the system issues a non compliance letter with reasons. ProperSA checks the account first and applies for you for R290.
Is the UIF compliance certificate free?
Yes, the Fund charges nothing. The cost is the contributions and declarations that must be current before it will issue one.
How long is it valid?
The Fund issues it for twelve months. Tenders usually want one no older than three to six months, so treat it as a document to refresh before each bid.
I pay UIF through SARS on the EMP201. Why am I not compliant?
Paying through SARS covers the money, not the declarations. The Fund still needs the monthly employee declarations on uFiling, and without them the account shows as non compliant. The UIF declaration catch up service brings them current.
Usually ordered with it
- UIF declaration catch up, quote first. Outstanding months declared so the certificate can issue.
- Letter of good standing, R690. The Compensation Fund document asked for next to it.
- Tax clearance PIN, R450. The SARS compliance status for the same tender.
- UIF registration, R690. If the business is not registered yet.
Checked on 15 October 2026 against the Unemployment Insurance Contributions Act 4 of 2002, the Department of Employment and Labour announcement of the UIF e-Compliance Certificate system of 2 February 2021, and the BizPortal description of the certificate. The Fund decides whether an employer is compliant. The authority decides; its decisions and timing are outside ProperSA’s control.
